Additional: Quentin is an Omega Level Mutant telepathic. That being said, he could easily read the minds of nearly everyone (and most telepathics) as well as control them. Telepathy: Reading your mind? Is there anything Quentin can or cannot use against your character? Anything he could read? Is your character a constant liar or a goody-goody-twoshoes?
Mindcontrol: Self explanatory. These Mindcontrols can be subtle or direct. For an example he could suggest you jump off a cliff, and you could do it. Or he could make you jump off a cliff. To what extent would he be allowed to mindcontrol? Is your character capable of being mind controlled?
Telepathical Tracking: Can he track you telepathically or do you have some means of hiding yourself.
Telepathical Illusions: Will he be able to fool you or can you somehow not see telepathic illusions?
Keep in mind that I will ALWAYS ask before doing any of these regardless, and your statements do not have to be permanent. This is just a way for me to log who I can definitely get permission from, and for what, to who I can't get permission from or what they would prefer me not to do. I'm also up to negotiating things! (I.E. Quentin reads your mind but your character has the power to send negative feedback, so Quentin gets a nosebleed or a headache or something.)

Telepathy: yes! he could read that karkat is a mutant on his planet, (trolls aren't supposed to have bright red blood) and use that against him. also his massive guilt and leader complex that leads him to take the blame for everything and everyone. he has a lot of emotional baggage and the inside of karkat's mind is like... NOT A HAPPY PLACE??? like, the other telepath in his canon compared the inside of his mind to a dumpster full of broken glass and poop.
Mindcontrol: sure! karkat has been remarked upon as having an impressionable mind by another character with mind control powers, so quentin should have no trouble controlling him.
Telepathical Tracking: karkat has no way of hiding himself so this would be fine.

Telepathy: Sure. He's kinda full of crazy and acid-casualty, so it'll be a delightful experience, I'm sure. (Examples of the kind of thing he'll get are here, I'm too lazy to re-paste the links hi.) His thought patterns are kind of fragmented and circular. Burned out.Occasionally, he has flashbacks! Also, there's music playing like all the time.
obvs, any of the potentially sensitive shit ('gee-golly, I sure do Iike that Major fellow! aren't jackboots nifty?') we should... plot out whether that gets come across/what happens to it. But the general feel of things is fair game for airing out.

Telepathy: Y! I'd prefer it if information relating to Mitch could be hidden/protected from QQ somehow, though everything else about Bradbury is free game! IC'ly he'd care more about keeping Mitch's secrets safe than his own. I don't have any concrete ideas for how to go about this - whether you want to have it so he's actively pushing QQ back out of his head or if you wanna say his subconscious has locked down on all those things so that they don't even look all that interesting, or QQ just doesn't care enough to dig!
Mindcontrol: It would depend on what QQ tries to get him to do, so case to case basis on this, but it's pretty possible! He gets mindwhammied in canon. :[

Telepathy: Feel free to read away! Claire has some conflicting thoughts and emotions, sometimes, considering she's just growing from a teenager into a young woman and is still an emotional ball of contradictions and selfishness a lot of the time, but for the most part she tries to act 'good'.
Mindcontrol: Sure thing. It's been shown in her canon that Claire can be manipulated and controlled. This hasn't changed.
Telepathical Tracking: Track away!
Telepathical Illusions: Fooling Claire, initially, wouldn't be hard at all. She is a quick study, though, and could potentially realize something is amiss if it feels 'off' to her, somehow.
