BACKGROUND:
The world of Marvel is vast and varied but we'll focus on how it effects the demography that relates to Quentin. The Mutants.
Children of the Atom, Mutants are said to have gained their mutant powers through genetic mutations called the x-gene, where the influence of the gene on the mutant is vast and varied. This gene becomes active around puberty, where the youth experiences an array of symptoms. (Most notably, headaches.) However, it's an unsafe world out there to be a mutant. Normal humans either fear, hate or love the mutants. And love it or hate it, the mutants are like a sub-race of humans.
Of course, with people fearing and hating them comes the racist anti-mutant people who believe that all mutants should either; register so everyone knows they are mutants, be killed because they're a threat/menace to the population, or be cured because the mutation is just like 'any other human disease.' This is the world Quentin Quire has to grow up in, fortunately for him he's able to hide like a normal person within the human population as his mutation didn't effect him physically. Also lucky for him, there's a school for mutants called Xaiver's Academy.
Here, as a student, Quentin changes from the events depicted below.
It's easy to say the events in Quentin's lives impacted the shift of his personality. Going from prized student to the rioting debater. Though, since these changes occur early on from his introduction, we can only infer based off of his shown interactions that he was once a schoolboy who listened and followed Xavier's teachings that one day mutants and humans will live in peace and that mutants shouldn't be violent. But that all changed in practically a day. A day of change for any young boy, which is to say- their birthday.
On Quentin's birthday he received a phone call from his foster parents who basically said "Happy Birthday Son, you're adopted." The other life-changing news he received was that mutant celebrity, Jumbo Carnation was killed by anti-mutant racists. These two things seemed to destabilize Quentin and we see the dramatic change brought about young Quentin. (Man, what a birthday!) And like all angst-ing teens, he gets a new haircut (his signature pink one) and new clothes that reflect his awakening. (The clothes and hair were based off a design by Bolivar Trask of a mutant Overlord.)
Thus Quentin began to openly mock Xavier's teachings and accept Magneto's teachings instead. Bringing about one of his famous lines; "You always encourage us to dream sir, I just wondered what you would think if we had a dream you didn't like." Possibly under the influence of the mutant drug- kick, Quentin decides to start an anti-human gang who eventually start a riot at the school. Though he claims the motivation for said riot was to impress Sophie of the Stepford Cuckoos, they eventually defeated Quire and his riots through a telepathic shock wave.
Quire is taken to the infirmary, but cannot be stabilized as his own psionic energy is burning away at his body due to the effects of kick. He unlocks his secondary mutation, allowing him to leave the 'mortal plane' and exist without his body which is ultimately the thing that keeps Quentin alive. (His body is later stuffed in a tube of slime to preserve it. Where he remains up until Phoenix-Endsong. His role is seemingly minor and he eventually returns to the tube in his non-corporeal state.)
Moving on, the X-Men move to Utopia to become their own nation after virtually every nation ever is all "kill ALL the mutants!" Quentin's tube is brought to Utopia by Professor Henry McCoy. Here, we are reminded that Quentin is merely a teenager as he claims to have been bored by the higher plane of existence, and challenges Maratha Johansson to a game. Here, he says he's going to be the villain and she has exactly seven and a half minutes to stop a seemingly minor event that will destroy Utopia. (Note: Martha is basically a mutant who's brain exists in a jar.) Eventually, Martha is able to defeat him. And then we seemingly never hear from him ever again.
Cue X-Men Schism, Quentin escapes from his jar-prison (unknowingly with the help of Kade Kilgore) because he thinks the system keeping him imprisoned had a technical error. He escapes, and decides to celebrate this accomplishment by storming into an arms convention conference in Switzerland and make all the World Leaders forcefully admit their deepest darkest secrets. (I beat my kids, or I hate these minorities, or I'm on these drugs, or I married a doombot, or my election was rigged, etc.) After this, you can imagine he became the most hated person in the world and had mobs wanting to lynch him and set him on fire. Or. Whatever mobs want to do.
Quentin eventually makes his way back to Utopia (at the worst time ever) and announces that he wishes to seek sanctuary on the island. Cyclops, leader of the X-Men, decides to hide him from Captain America so that Quentin can be tried by a jury of peers. Alas, Wolverine disagreed and the schism between Cyclops and Wolverine grew until they eventually battled it out. Wolverine then left Utopia and went to Westchester, taking anyone who wanted to come with him.
This included one, unwillingly chained Quentin Quire who was then forced in as a student of the newly built Jean Grey School for higher learning. So far, we've learned Quentin hasn't changed as far as shenanigans and personality goes. He's been said or seen to try to burn books, skip classes, and start riots still. Recently, Quentin was the one who helped calm down Krakoa by psychically communicating with it. He's also stirred up some trouble between Wolverine and Armor...
PERSONALITY:
As stated above, Quentin's personality drastically shifts from the moment we meet him. The events depicted above opened up his eyes to the world, most notably the events described on his birthday. It seems that they spur on his whole war against humanity only because they would naturally confirm that the only way to live is to be against the humans. He has yet to be proven wrong about the humanity of people and that everything isn't as corrupt as he thinks it is.
But regardless, the events let him become the sort of angry teenager who wants to stir up trouble either for the fun of it or to get his point across. But if anything else is clear, he embraces anarchy and hates authority figures. (Examples are listed above, but in Wolverine and the X-Men, you can see how his apparel reflects his attitude because he wears shirts like "Eat the Rich" or "Ever Feel Like You've Been Cheated?")
For a kid, he's caused no small amount of trouble. Riots, declaring war on humanity, and minor little smidgets has definitely defined him as troublesome. He's exactly the type of punk you'd catch in highschool spouting off how the government is trying to keep the people down or how everyone's brainwashed by society. He won't hesitate to call out on people who seem oblivious to the system. Calling them little sheep, conformist, capitalists, etc. And to Quentin, everything is a game of tactics and manipulation. For an example, his confrontation with Armor and Wolverine left him coming up with tactics, weapons, scenarios, AIs, and what not to pit them against Armor and Wolverine in an imaginary world he created for them. (It's a great example and show of Quentin's power, as he makes sure every detail is perceivable as reality.) Why? Because he's angry (and embarrassed) that Wolverine sent him to the school forcefully to set him straight. He obviously enjoys the chaos and messes inflicted upon others.
In addition to his mostly rebellious attitude, there's also Quentin's superiority complex. He's constantly trying to put himself in a position of superiority be it by talking down to them or downright insulting them or bragging about his abilities and what he's done. He likens to believe that everyone knows him (they don't), and that he's all that and a bag of chips, including the bag the chips came in. However, there have been many a times when he's been knocked down a peg or two. For instance, his obsession with Sophie has lead to him starting a riot to impress her... but she later died taking kick in order to stop Quentin. Later on, he tried reviving her with the help of the Phoenix but was instantly rejected and seemed to retreat back into the holding tube because he was "exhausted." (Physically and emotionally? Possibly!)
In relevance to the superiority complex, he is constantly trying to out do himself. Be it to show off or to avoid becoming a failure, it's clear a lot of his rebellious attitude and bratty shenanigans are derived from his desire for fame. (The stunt at the Convention in Switzerland, for an example.) And while he does embrace anarchy, it's clear that he also loves the attention from his actions because he came to Utopia, practically bragging about what he'd done while expecting to be received with open arms. He wants to be recognized either way, which is apparent when he became upset that the students at the academy had no clue who he was. (Despite the fact that he was a trending topic on twitter.)
But his need to prove himself and show off provides insight on his obsession and commitment to his ideals and beliefs. If he decides he's going to do something, almost nothing can stop him. He will even challenge himself to improve on his abilities and try to push himself to the limits. (He exhausted himself in trapping Wolverine and Hisako in his alternative reality for them.)
And while Quentin does love to show off and brag about his accomplishments and what not, most of what he does is sort of a need to establish himself, trying to find out who he is and what that means to everyone else. He always wants to improve because he's secretly fearful of ultimate failure. Though he hides it well with his brash personality.
Once the shy, awkward nerd, Quentin's slowly becoming the empowering leader he claims that he'll become in the future. Unfortunately, and this isn't due to his anarchy but the events depicted in his background, Quentin is slowly recovering from his instability. He isn't quite stable yet, but he's definitely calmed down and thinks his plans out more thoroughly. So once when he would act on impulse for broader, bigger plans, he now meticulously calculates until he is satisfied with his results or the results are near perfection.
Although his actions might be impulsive from a glimpse, a closer examination will lead back to his high cognitive skills and quick wit. (Especially with his thought processes being able to think thoughts in quantity and quality.) If you look even closer to his personality before he underwent such drastic changes. You can see that he's always been pretty intelligent and quick witted, he just didn't have the balls to do anything. But, as we know it, changes in a young teen's life can dramatically impact them for life, and it's safe to say that's exactly what happens to Quentin.
Per example, although he's an anarchist, we can safely say he's developed problems (and respect) for authority figures. Could this be from his the detachment to his parents after finding out that he's adopted? It ties into his whole "the government lies, so why should you listen?" propaganda that he buys into. If the government lies, then the next logical thought process is that governmental figures lie who impose the authority over the people. Speaking of authority figures, he's sworn a personal vendetta against Wolverine for various reasons.
One being that Wolverine has embarrassed him a couple of different ways. First by ruining his bravado moment upon returning to Utopia, the second by forcing Quire against his will to come to the Jean Grey school. (Quentin claims he's a political prisoner, and Wolverine claims to want to keep a closer eye on him plus give him a chance to shape up his attitude.) Two, Wolverine has nearly adopted the same principles of the school that Professor Xavier taught. Principles that are polar opposites to what Quentin believes in for the future of Mutant kind. Obviously, the teachings come into clash head on as one wants Mutants to rule all the land and the other wants Mutants to exist peacefully among humans and for children to be just children.
Quentin probably thinks the latter is just another means of brainwashing everyone else into the same routine of thinking. To which, he isn't afraid to point out the flaws of these teachings openly.
It seems however, from time to time Quentin will help out. Unwillingly, as evident when Quentin helped calm down Krakoa boot Kade Kilgore and the mini hellfire club out of the school. However, one could argue that he was only doing this to help Krakoa and save his own skin as it took him a rather long time to step in.
POWER:
Before getting down to the specifics of Quentin's mutant powers, I'd like to make a note that he is classified as an Omega-Level Mutant. The term is varied to just what exactly is an Omega-Level Mutant but is generally accepted as a EXTREMELY powerful mutant who far surpass most other mutants and humans. (This can be include many things but for Quentin we'll define it as his telepathic abilities, as well as being able to exist without a body. However, I'm going to lean more towards his telepathic abilities and cognitive skills.) That being said, I understand he would definitely be powered down significantly. To what extent, however, I'll leave it up to the mods. Just keeping his telepathic ability limited down would be fine for me, and we could completely power down the whole "existing on a higher dimensional plane." :) (Also, regardless of what Quentin is allowed to keep- I will always ask beforehand with muns if such and such is okay with them before using Quentin's powers. I've also got a permission post set up, but, even then- I will still ask. Just to be sure I'm not godmodding since it would be quite easy to do given it's Quentin.)
Quentin's powers, as explained by Professor Xavier are deep, subtle and influential. However, there is much potential for Quentin seeing as he is not only young but, no one can exactly say what Quentin is capable of. Basically, those with the task of overseeing Quentin are dealing with an Omega-level monster. But, what is defined is quite clear.
Cognitive; Though not a power, Quentin has a high cognitive skill. This skill allows him to not only analyze and go through different thoughts at a high processes but also understand them. With this speed, he has thoughts by not only the quality but by the quantity. Which, combined with his telepathic abilities makes him pretty darn smart (TEN MILLION THOUGHTS PER SECOND). Because of his intellect, he quickly became a prized student at Xavier's Academy. This cognitive allows him to influence his telepathic powers. Most notably; A natural defense against psychic attacks, disable existing psyhic phenomena, improvise his telepathy and understanding of psychology
Telepathy; As mentioned above, he's capable of using deep and subtle influences in regards to the basics of telepathy such as mind-reading and thought communication. But he is not just limited by these two things in the way of psychics. He is capable of the following with his telepathy;
Mind Control Only one person at a time and if they're physically present. He can change their will, perception, motivation, actions, etc. Anything with cognitive psychology, he can manipulate. (This, I would assume, includes anything that has the ability to think. For an example; Krakoa the moving island.) This also includes making people experience temporary mental or physical paralysis, and can cause amnesia or partial amnesia.
Telepathic Tracking- Ability to track and sense sentiment beings through the individual's unique psionic emanations. Different from Mind Control, where he has to be physically present for them to be mind controlled.
Mass Manipulation - multiple influences on people where he can manipulate them using mind control. This might seem like it conflicts with the mind control limitation but it's not deliberate mind control. For an example, in X-Men Schism- he walked into the Conference Room of world leaders and had them all say their deepest darkest secrets on live television.
Telepathic Illusions- He can cloak himself, and others, from people. Vice versa, he can create an illusion of himself. This also includes disguising himself or creating events that aren't actually happening. For an example, in Wolverine & the X-Men; Alpha & Omega- he created a whole World for Logan and Hisako, effectively keeping them inactive but manipulating what they did.)
Psionic Blasts- No physical harm done but they can render someone unconscious or in mental anguish.
(Keep in mind, the above is just what he can do with his telepathy. Also, I'm willing to have him NOT HAVE the last two 'powers' listed below, so we can just focus on what we'll limit him on in regards to his telepathy. :) )
Non-Corporeal State; Quentin is able to exist without a physical body. This relates to the whole existing on a higher dimensional plane I was talking about earlier as well as his capabilities of projecting himself through an illusion. However, he is only existing consciously and I presume he still needs his body as it was kept in a jar of slime. :|
Telekinesis; Force fields, flying at super sonic speeds, telekinetic tentacles..... does he even still have this? Oh well. He got this from gathering up energy in his non-corporeal state
Phoenix Host(???); It's been hinted that Quentin has the capabilities and potential to be a host for the Phoenix. This is not confirmed but it's hinted that he is destined to become the avatar of the Phoenix Force anyhow. So this isn't really a power but I felt it necessary to list.
Other than his mental abilities, his physical strength is average for someone his age. Here's the final breakdown of Quentin's abilities:

COMMUNITY POST (FIRST PERSON) SAMPLE: Fellow brothers and sisters! And the superfluous humans! I, Kid Omega, have an announcement and a warning all in one! Ha, let’s see. The man thinks he can keep me down with simple counteractive measures. Really? A telepath? A telepath to keep me, the Kid Omega, down? It wasn’t hard to track his psychic emanations, and be honest? If it could keep me down you would just be bored to tears.
Which is why I announce to you, that you have two minutes to stop me from unleashing this ultimate army. Thought you could keep an eye on me by waiting for peaks of telepathic energy? Think again, morons! I picked the most simplest of minds here in this city. So simple that, telepathic activity would go undetected! [There’s a sinister chuckle… and then a “quack”.]
If you start seeing ducks everywhere! Do not be alarmed! At least if you’re a mutant anyways. They are only evil ducks that seek to make humans rue the day! But, here’s the kicker fuckers! Not all the ducks are –evil-. Alas, no. Some are really just humble ducks who happen to be cute and stupid!
[”Quack.]
But don’t just laugh, there’s more to the plan than just cute, fluffy, yellow quackers! [It’s almost like he knows just what you’re thinking!!! Shocker!!] Keh, but I’m not going to tell you the master plan. [A pause.] What? You think I’m that dumb to reveal my plans? Think again shit brains, you’ll just have to wait like everyone else! But here’s a spoiler alert! Lives are at stake!
Oh, and since you wasted time listening to me? You have exactly a minute and fifty-one seconds to find me before all hell breaks loose in the form of waddling fluff-balls of doom!
Come on Howard, let's go. ["Quack."]
LOGS POST (THIRD PERSON) SAMPLE:
'Fuck you, assholes.'
Quentin scowls at his own reflection through the screen of the television before falling back into the pile of pillows that he knocked down earlier. He glares some more at the ceiling, as if it has any sentiment. Instead, the teenager just shakes his head and closing his eyes.
'You can embarrass me by making me some lousy political prisoner but you can't just impose house arrest on me. It's unethical! No, no Quentin. They're just scared. Scared that you're right. That you're even just a tiny bit right. They're all scared that I'm going to go tell the masses the truth and instigate a bigger riot. A riot on a scale that they couldn't handle. And if they could? They'd be so fucking embarrassed to explain to the big dogs of the world. But why should they be embarrassed? If the truth is worth fighting and protecting for, then they should be out there protesting too! Instead, they're just sitting with their hands on their asses letting society brainwash and walk all over them!'
His eyes open wide, and he immediately sits up. Any sign of his previous anger seemed to vanish and was replaced with his cheery smirk. Quentin pushed up off the floor, still smiling. 'That's it!' His left hand goes to the temple of his skull, concentrating now. 'I'm a fucking genius!'
Quentin heeds no attention to the pillows on the floor, simply tramping over them as he begins a routine of walking around the couch. Circling it as he concentrated harder and harder. 'If I can control him, he can influence others without arousing suspicion! Of course! If he, the great Charles Xaiver, changed his ideas to the ones I follow. Surely, I would get a more freehand in the politics of this world.' He removes his hand from his temple, planting both hands firmly on the couch and leaning forward. The cheer in his face drains to a sudden dark, concerned look. 'Got to go through all plan, map out every scenario. Every possibility and every backdoor that could go wrong.'
'We wouldn't want someone to interrupt this telepathic tango, now would we? The other telepaths will just be fed a loophole. That way, if Xavier should breakthrough, it can't be traced back to me immediately.' Eyes wander over to the television, again, he stares into the pitch black screen. 'Heh, perfect.'
Immediately Quentin turns around and reaches for the mini fridge just up ahead, pulling out a can of tea. He takes his time, meandering his way back to the couch and plopping down on it. Fsst! The can opens, and he rests his feet up on the coffee table. Who cares if there's footprints all over the table? It isn't his anyways, and Quentin clearly doesn't care. He just sits there, looking at his boots with a smug smirk sprawled across his face. With a sigh, he averts his eyes to the television set again.
"That's right. Fuck you, assholes."
FINAL NOTES ABOUT YOUR CHARACTER: Okay, while Quentin is clearly not a hero, it was kind of hard for me to categorize him as either a villain or an anti-hero. He's not a villain in the sense of I WANT TO TAKE OVER THE WORLD evil. But he's also not heroic, unless it suits him. He's more like the problem teenager who just wants to be a pain in the ass for everyone while at the same time making a point. I mean, he does go on about how he's going to lead the X-Men one day.
It was just really hard to categorize him so that is why he's half villain half anti-hero. He's just really...anarchist. crying.
